ROSS W. GORTE is a retired senior policy specialist in the Natural Resources Section of the Resources, Science, and Industry Division of the Congressional Research Service (CRS) in Washington, DC, and served as section head from 1992-1999 and from 2002-2007. He joined CRS as an analyst in 1983.

CRS provides objective, non-partisan data, information, and analysis on existing federal policies and on proposed changes in policies and programs for the Members and Committees of Congress, and their staffs. The specific issues Dr. Gorte covered included federal and other lands and resources, wilderness, and other management systems; timber management, the timber industry, timber taxation, and timber trade; deforestation and forest carbon sequestration; wildfire control and effects; and appropriations, finances, and economics of federal land and resource programs. He authored or co-authored more than 100 articles, reports for Congress, and significant memoranda for Members of Congress, as well as testifying before congressional committees several times on these issues.

Dr. Gorte has a Bachelor of Science in Forest Management (1975) and a Masters of Business Administration (1976) from Northern Arizona University, and a Ph.D. in forest economics (1981) from Michigan State University; his dissertation was on fire effects appraisal. Before joining CRS in 1983, he worked as an economist for the National Forest Products Association in Washington, DC, from 1979 to 1982. From 1982 to 1992, he was also a lecturer in business administration at Trinity College in Washington, DC. In 1991, Dr. Gorte took a sabbatical from CRS to direct a study of Forest Service planning for the congressional Office of Technology Assessment. He has worked for the U.S. Forest Service as a technician in California and Arizona, and as a researcher in Montana and Michigan.
